The adjacent neighbor described five to ten cars per visit, beer pong and hot-tub noise past 10 p.m. next to her daughters' bedrooms, potholes she and her husband fill themselves, and said the good neighbor guidelines aren't working.

Said the good neighbor policy isn't working, urged caps on people and cars, and suggested the permit come back for reassessment or revocation if complaints continue.
