A retired Navy educator said he and his wife want to retire to their Samoa house and need the rental income to afford it, arguing an empty house helps no one and that 10.2% concentration is not a meaningful threshold.

Ron's wife added that they fell in love with Samoa, have no complaints, and feel it's unfair that similar rentals were approved while theirs was recommended for denial.

Said he came in planning to oppose the projects but the owners' testimony changed his mind, urging approval for these responsible owners even while agreeing with O'Neill that nobody should live on the peninsula.
