Outdoor lighting standards in the coastal zone

With Humboldt Waterkeeper, asked that coastal outdoor lighting ordinance standards — shielding, downward orientation, warm color temperature, lumen limits — be integrated into the HBAP, and sought clearer environmental performance standards for the future port overlay.
