Civic issues
Topics getting the most attention in Humboldt County public meetings, ranked by how frequently they come up.
Election integrity resolution
With an election coming, the Board adopted a resolution affirming confidence in Humboldt County's elections and its workers — Chair Wilson sponsored it, and the elections office said attacks on election integrity are attacks on the whole community.
Cannabis Code Enforcement Ordinance Cleanup
Ordinance amendments introduced to fix long-running gripes: new property owners get 30 days before cannabis violations attach, warning letters come before notices, penalties start 10 days after final adjudication, and appeal hearings must be scheduled within 60 days. Board discussion also aired frustration that enforcement ROI is poor and cleanups take six to eight years.
Treatment of county peer support workers
Vernon Price, a peer support worker and county services consumer, said an administrator treated a distressed county employee's call to him as a violation — reducing people to their diagnoses. He wants a more respectful peer workforce culture.
Cannabis permit revocations for unpaid fees
36 cannabis permits are being revoked because holders never paid their Measure S taxes despite multiple extensions; 26 others paid up and were spared. Revoked permits in impaired watersheds generally can't be reissued, so these entitlements are gone for good.
Lake Pillsbury dam safety concerns
A resident warned that an earthquake fault under Lake Pillsbury could fail and devastate Humboldt County, urging the Board to call the governor and demand the reservoir be emptied.
Fire risk and noise from rural home businesses
A Carlotta firewood business got approved with noise-hour limits and fire-suppression water after a neighbor flagged 79-decibel readings at the property line, towering wood piles near power lines, and no responses from fire agencies.
Hope Center Staffing Concerns
Several Hope Center participants urged the Board to keep a beloved staff member, Jonathan, on full time, saying he's changed lives. The county doesn't discuss personnel matters publicly.
Alternate conflict counsel office for indigent defense
With only two private attorneys willing to take criminal conflict cases and costs climbing, the Public Defender proposes a third defense office with five new attorneys. Costs won't drop right away but should become more predictable.
School Resource Officer Funding Debate
The Fortuna SRO line item split the room: supporters cited coverage of 15 schools across the Eel River Valley, while a juvenile justice commissioner cited research linking SROs to higher arrest rates, especially for Native youth, and questioned funding one city's officer when others get nothing.
Planning department enforcement controversies
Speakers accused the planning department and Director John Ford of selective enforcement on the Bridgeville quarry, Miranda's Rescue, and the four Redway trees already cut. Staff defended a compliance-first approach and said actions follow pending investigations.
County defense in Donna Volpi v. County of Humboldt lawsuit
The board split 3-2 on having county lawyers defend the county in this lawsuit, with Supervisors Bohn and Bushnell voting no. The authorization passed anyway.
Retail theft enforcement
Supervisors Bohn and Eads discussed rising retail theft, with smaller local businesses often not reporting incidents. Prop 36 gives prosecutors new tools for repeat offenders, and the DA urged retailers to reach out to her office.
