Civic issues
Topics getting the most attention in Humboldt County public meetings, ranked by how frequently they come up.
Election integrity resolution
With an election coming, the Board adopted a resolution affirming confidence in Humboldt County's elections and its workers — Chair Wilson sponsored it, and the elections office said attacks on election integrity are attacks on the whole community.
Sheriff's Office community review board
The Board is creating a civilian-led oversight board and inspector general for the Sheriff's Office, with a draft ordinance due in September. Supporters say it's about trust and accountability; opponents say it duplicates existing oversight and could cost $400,000-$750,000 a year.
Domestic violence services and awareness
The Board proclaimed October as Domestic Violence Awareness Month, and Humboldt Domestic Violence Services reported serving 390 survivors, fielding nearly 4,800 crisis-line calls, and helping with 88 restraining orders last year. Staff noted demand has clearly risen in recent months.
General Plan Safety Element / Hazard Mitigation Plan update
The commission recommended folding the updated Hazard Mitigation Plan into the county's General Plan Safety Element — the paperwork that keeps Humboldt eligible for federal hazard-mitigation and disaster funding.
Animal welfare oversight and Miranda's Rescue concerns
Speaker after speaker demanded consequences for Miranda's animal rescue after eight dogs were found shot on the property, alleging 20 years of permit violations and favoritism. Staff said the operation holds a permit and is in a compliance-agreement process that could lead to suspension or revocation.
Cannabis Code Enforcement Ordinance Cleanup
Ordinance amendments introduced to fix long-running gripes: new property owners get 30 days before cannabis violations attach, warning letters come before notices, penalties start 10 days after final adjudication, and appeal hearings must be scheduled within 60 days. Board discussion also aired frustration that enforcement ROI is poor and cleanups take six to eight years.
