Short-term rental in tsunami hazard zone
The Crandal short-term rental in Manila's tsunami zone was approved 4-1, the third or so in that area. Commissioners asked about concentration, but staff said there's no saturation issue on that street.
Garberville mixed-use rezone
This new ordinance lets builders put duplexes through five-unit buildings — and larger apartments with a permit — in single-family and two-family zones across Redway, Garberville, Miranda, Weott, Scotia, McKinleyville, and Eureka-area neighborhoods, at up to 25 units per acre. Commissioners wrestled with whether narrow rural streets and limited parking can handle it; the compromise eases parking for bigger projects near bus stops. It now goes to the Board of Supervisors.
McCullough Ranch timberland reclassification
750 acres near Ferndale and Rio Dell shift into TPZ, restricting the land to timber production while cutting the owner's property taxes about $3,200 a year. Supporters say it keeps working lands in the family for generations.
Indoor cannabis cultivation rules loosened for post-2016 buildings
Indoor cannabis grows up to 5,000 square feet can now go into non-residential buildings built after January 1, 2016 in rural resource zones — a change growers had been locked out of for a decade. All the environmental rules still apply: category 4 roads, renewable energy, non-diversionary water, slopes under 15%.
Humboldt Bay Area Plan and Local Coastal Plan update
The first full rewrite of the bay-area coastal plan since 1982 adds chapters on tribal history, environmental justice, and hazards like sea level rise and tsunami, and reorganizes land use policies. It will shape what can be built around Humboldt Bay for decades, with a public hearing targeted for September 3.
Port overlay zone groundwork for offshore wind terminal
The plan lays the framework for a future port overlay zone governing the Harbor District's proposed heavy-lift offshore wind terminal near Samoa. The Harbor District, not the county, is lead agency on the environmental review; residents like Aaron Gonzalez pressed for clarity on noise, lighting, and truck traffic protections for nearby homes.
Data Center Permit Moratorium
The board put a 45-day hold on data center applications while staff writes a permanent ordinance with performance standards (roughly a year away). Smaller facilities under 15 MW running on 100% on-site renewables with closed-loop cooling can still apply through the normal permit process. The debate centered on power costs, water use and AI-driven demand versus property rights.
